You need to be aware that we learned semiformally late on Tuesday, 31 May, that the House Permanent Select Committee on Intelligence (HPSCI) almost surely will have a hearing on Wednesday, 8 June on the subject of the Soviet military. target--including arms control--in the 1990s. A copy is attached of the draft letter from Chairman Stokes to the Director of Central Intelligence. 2. Our expectations at the moment are that: o The DDCI would attend this hearing as the Intelligence Community's spokesman. o In light.of HPSCI's desires the DDCI would be supported by senior officials, such as and myself, from CIAP, GDIP, CCP, NRP, and C31. These officers would be available to answer specific questions, rather than give prepared statements of their own. o ICS will draft a statement for the DDCI. A copy should he available late Thursday or early Friday for pickup at F ~ This draft statement will draw from preexisting materials. 3. As we get any guidance from the DDCI, or develop further information from HPSCI, we will advise you. And if there is more I can do to help you, please let me know. Webster Director of Central Intelligence Washington, D.C. 20505 Dear Judge Webster: The Senate has proposed major additions to the intelligence budget to add capabilities for arms control and the Soviet military target in the 1990s.. The Committee will have to deal with this issue in conference within the next few weeks. Prior to this, the Committee plans to hold a hearing on Wednesday, June 8, from 9:00 a.m. to 12:00 noon in Room H-405. The Committee will want to understand the elements of this proposal, its financing and particularly, the judgments of the Community regarding the need for and utility of the various elements of the proposal. The Committee requests participation by yourself or Mr. Gates and by the program managers and/or the senior analysis/production official of the affected programs: CIA, GDIP, CCP and Special Air Force. Officials of the Intelligence Community Staff, including your requirements committees, are welcome as you see necessary. The hearing will begin with very brief presentations about the intelligence needs and shortfalls addressed, and the individual elements of- the proposal. The value and priorities for each element of the proposal should be addressed separately for the categories of arms control, general and technical intelligence, and indications and warning. These presentations should total no more than 45 minutes and should stress requirements and priorities, not the technical details of the projects. Copies of statements and graphics to be used at the hearing are requested by 2:00 p.m. on Monday, June 6. Further details may be obtained from Martin Faga of the Committee staff at 225-7690.
