SUBJECT: DDCI appearance before the House Permanent Select
Committee (HPSCI) regarding Arms Control
concerning new initiatives
1. On 8 June 1988, the DDCI testified before HPSCI on the
understanding between the Administration and the Senate
for arms control. The witnesses included
the DDCI; LTG William E. Odom, Director, National Security
Agency; Defense Intelligence Agency;
Mr. Jimmie D. Hill, Deputy Under Secretary, Space Systems,
Office of the Secretary of Air Force; and Mr. Charles A.
Hawkins, Deputy Assistant Secretary of Defense for
Intelligence.
2. The Democrats in attendance from the Committee included
Representatives Louis Stokes, Robert Kastenmeier, Robert Roe,
Matthew-McHugh, Bernard Dwyer, Nicholas Mavroules, -
Dan Glickman, and Thomas Foley; the Republicans included
Representatives Henry Hyde, Dick Cheney, Robert Livingston,
Bob McEwen, and Bud Shuster. All Members except Mr. Dwyer and
Mr. Foley had questions. The DDCI testimony and the members'
questions and answers are all covered in the transcript.
3. There were no action items to be followed up by the
Intelligence Community. Mr. Hyde did secure Committee approval
to submit written'questions. The Intelligence Community's
answers will be included in the transcript.
