Casey Director of Central Intelligence Washington, D.C. 20505 Dear Mr. Casey: March 22, 1982 on Tuesday, March 30, the Subcommittee on Legislation of the Permanent Select Committee on Intelligence will conduct a hearing concerning a proposal to extend to former spouses of CIA retirees the same entitlement to a prorated share of a retiree's pension that is now afforded former spouses of Fbreign Service retirees. As you know, at the present time all CIA pensions are subject to the provision of the Civil Service Retirement System which requires the office of Personnel Management to honor a state court order which divides a pension as part of a divorce proceeding. There are two basic questions to be answered before deciding whether the CIA system should be changed to comport with the Fbreign Service system: Is the overseas service of CIA spouses sufficiently similar to that of Foreign Service spouses so as to entitle the former to the same benefits afforded the latter? Would the provision of such benefits cause any damage to the CIA or to its ability to carry out its mission? I invite you or your designee to appear before the Subcommittee to discuss these issues.
