4. . Mr.- Gershwin -began by explaining how the NIE is
prepared.. Re:went into detail on the entire process as well as

5. Mr. Gershwin then went into an explanation of some of
the substantive aspects of the NIE. He explained several
graphics relating to projections of various Soviet weapons
systems. Senator Moynihan, at about 1200 hours, repeated what
the Chairman had said earlier: we would like to have you back
when more Members can be present. Mr. Gershwin said he would
be available whenever the Committee or any of its Members or
staff could see him. On that amicable note the briefing was
concluded. The staff will contact us to set a date for the
next briefing. (S)
