A member of the wealthy Guatemalan elite,
Fernando Andrade was a practicing attorney and a
law professor at Rafael Landivar University-a
Catholic school in Guatemala-before he was
appointed Foreign Minister.

In the early 1960s Andrade studied law at San Carlos University, where he was active
in a student organization affiliated with the Christian Democratic Party (DCG) and served
as president of the influential Law Students Association. A US Embassy report claims that
he also attended Boston University for one semester. During the 1960s he was a DCG
member and was also involved in international youth and student activities. Andrade held
several important posts in the DCG, although he was more conservative than most other
party officials. He was one of the party's Young Turks, whose ranks included the current
party secretary general, Vinicio Cerezo Arevalo. (Cerezo once worked for Andrade in his
law office.) Andrade left the DCG after the 1970 elections because he felt the party was
committing a tactical political error by shifting from the center of the political spectrum to
the left.
