SUBJECT: Request For Clarification of the Estimate of
Cuban Personnel in Nicaragua
1. HPSCI Diane LaVoy informed me today that she is not satisfied
with the DDI's response to her request. According to Ms. LaVoy, it
is vague and does not help her to understand how this estimate was
derived. She notes that th korkers mentioned in the actual
text jumps to in t e rea< ow portion. Also, the Nicaraguans
have asserted that the construction workers repairing the flood damage
returned to Cuba last summer. Is that correct?
2. Ms. LaVoy would like a solid precis of the material on which
our estimate is predicated. Our reply should read something like this:
3. Ms. LaVoy is not questioning our analytical conclusions but
merely wants to get a handle on the evidence that we used to reach
them. Please be as specific as possible.
