Approved For Release 2008/04/18: CIA-RDP91 B001 35R000500800014-5 OGC 83-02404 23 March 1983 MEMORANDUM FOR THE RECORD SUBJECT: Fiscal Year 1984 Intelligence Authorization Bill/Meeting with HPSCI Staff On 21 March 1983 a meeting was held between HPSCI staff and CIA/Intelligence Community Staff representatives to discuss provisions in the draft Fiscal Year 1984 Intelligence Authorization Bill. Participating from the HPSCI staff were: Michael J. O'Neil, Chief Counsel Bernard Raimo, Jr., Counsel Steven K. Berry, Associate (Minority/Republican) Counsel James 0. Bush, Senior Staff Member Participating from the Central Intelligence Agency were: Office of General Counsel Legislation Division, STAT Office of Genera Counsel Chief, House Liaison, Chief, Legislation Division, STAT STAT Office of External Affairs O/DCI Chief, Career Training Task Force, Deputy for Recruitment and Placement, STAT Chief, Benefits and Services Division, OP Chief, Administration Group, O/Compt Chief, Building Planning Staff, OL Participating from the. With respect to the classified nature of the 'ICIStaff budget in fiscal year 1984, mike O'Neil :indicated that this issue already had.been raised in budget hearings. . -- Section 103. There was . considerable discussion of the personnel ceiling adjustments provision. It appears likely,; that the Committee :.st:aff ?will recommend that the legislative history for this: provision indicate'that the Committee would expect consultation on the part of the DCI before use of the authority. Section 203. O'Nei'l .indicated that the :HPSCI already: had made an overture to the House -Armed Services Committee in.connection with the issue. of three star rank for the ?Director of the Intelligence Community Staff. .It.was clear that the:HPSCI'would prefer the Armed Services Committee to takerthe lead.-on this: issue, preferably by securing an additional 'three .star ' billet for the incumbent Director: of the Inftelligence Community Staff. The CIA and IC.Staff representativesemphasized the fact that the language proposied in the 'draft Fiscal,Year 11984 Intelligence :Authorization Bill would have ;the,:advantage of resolving ;this piroblem for the.incumbent Director of the IC Staff ..as well as for any future similar situa.tions..;O'Neil made 'it clear that the HPSCI was committed to resolving the problem'.' with.resped t:to the current Director of the IC Staff., and that it was merely a question of,how this, could mostexpe ditiously,be accompli"shed. O'Neil: said, that the proposal contained inthe draft Fiscal Year , 1984. Intelligence Authorization :Bill would certainly not be ruled out Sec.tion`.401. O'Neil's.initi;al questions on this section 'indicated"that he .b.elieved"that it had something to .do ..with Social: Security reform legislation. Although there,,was considerable discussion of-the intent.and meaning of..the age criteria for operational .popitions proposal,'it did not., d it is .appear that.the?HPSCI staff.fully understood
