.Below are the highlights of the discussion:
-- Section 101. With respect to the classified nature of
the IC Staff .budget in-fiscal year 1984, Mike O'Neil
indicated that this issue already had been raised in..budget,
.-hearings.
Section 103. `There was considerable discussion of the
personnel ceiling adjustments provision.. It appears., likely.
that. the Committee-..staff will recommend that the
-legislative history'for this provision indicate that-the-
.Committee would expect consultation on,the part.of the DCI
Section. : 203.. `:O'Neil `indicated that the HPSCI already
had made an overture' to the House Armed Services Committee.
in connection with the issue. of three star rank for the
Director of the Intelligence Community Staff. ;It was clear
. that.the HPSCI`.would prefer. the Armed Services Committee to
take 'the.lead on this issue, '.preferably by securing an
additional .three star billet for the incumbent Director of.
the.Intelligence Community Staff. The CIA and IC Staff
representatives emphasized the fact that the language
:.proposed -inthe:draf t Fiscal Year 1984 Intelligence
'}Authorization-Bill would.have'the advantage of resolving.,
this problem-for the.incumbent Director of the IC'Staff as.
well as-for-any future similar situations. O'Neil made it'
clear that-the. HPSCI was committed to resolving the problem
with respect'to the current Director of'.the IC Staff, and
;`that it.was merely a question'of how this could most.expe
`ditiously'be::accomplished. O'Neil. said, that the proposal
contained'in~the draft Fiscal Year. 1984`Intelligence.
~Authorization.Bill would certainly not,be ruled out.,
Section..401.>O'Neil's-initial.questions.on.this.Isection
indicated';that-'he believed that it had something to`.do;with"
Social` Security reform legislation.- Although there'was
considerable discussion of the intent and meaning of the
age criteria for operational positions proposal, it did..not
appear'that,the HPSCI staff fully understood it, and it is
likely'that,there will'be need for-further discussions
.about this section.
Section:4:02.,In.connection with .the eligibility for
incentive: awards'proposal O'Neil asked for follow-up.
information concerning the home agencies.of individuals

Section 403. The HPSCI staff asked a number of questions
concerning the transfer of funds to the State of Virginia..
in connection with the design.and construction of highway
improvements associated with construction at the Agency's.
Headquarters compound. Minority Counsel Berry indicated'-
that HPSCI Members Robinson (R., Va.).and Whitehurst (also.
'R., Va) wduld be especially interested in this section, and
would, be particularly interested in knowing whether the'-.-.
._ Virginia State Roads Commissioner had officially indicated
that the State would be.responsible for the maintenance of
the planned. highway improvements. will follow
Section 5,01.1'...7.-O'Neil indicated that the HPSCI fully
supported enactment of the intelligence personnel
protection provision, but that jurisdictional problems
between HPSCI.and the House Judiciary Committee would make
HPSCI:very reluctant to include the provision.in the.
Authorization Bill.

Section 701. With respect to the DOD proprietaries
provision, I indicated that it would be best if the HPSCI
staff were to discuss this matter directly.with Department
of Defense representatives, although I did,express.an
interest: in being present at such discussions. O'Neil
asked 'if :the Agency supported the proposal; -I replied that
inclusion of . the' proposal in the Authorization Bill spoke.
