As you know, the lack of mainframe computer ports throughout the Agency has become a serious problem. The Office of Finance has received no additional mainframe ports in nearly four years. While our mainframe connectivity has remained static, our dependence on ADP services has increased dramatically. The Audit and Certification Division, which is one of our major. operating components utilizes the CONIFIII system extensively to process the accurate and timely payment of over 60,000 invoices a year. The workload in this Division has been increasing at an annual rate of nearly fifteen percent while the number of mainframe devices has remained constant at eighteen. Further pressure for increased mainframe access will result from legislation effective in October that increases the possibility of large penalty payments if we are unable to access the mainframe system to permit timely payments. We have three or more employees sharing a single device in processing invoices 25X1 for payments at In addition, the available mainframe connectivity at Key Building is also woefully inadequate. In October 1985, we created the new Financial Systems Division which consists of Office of Finance, Office of Information Technology and contractor personnel. This 25X1 Division has people located in Key Building with port capacity to support only eig t devices. This is a major impediment to orderly development of major financial system applications. 2. In January 1988, we submitted a request to the Customer Service Group/OIT to use our Wang VS system as a communication node to the VM system. This proposal would increase mainframe connectivity at Key Building and. at 25X1 the same time, free up ports that could be transferred to to satisfy the dire need explained above. 25X1 3. Although there have been several discussions about this proposal, we have received no formal reply to our request. I would appreciate your assistance to achieve a positive response to our proposal. I would be happy to meet with you to discuss this request in more detail, if you desire.
