Action Requested: That you review the Terms of Reference contained in Attachment A, and, if you approve, sign the memorandum to the key Program Managers in Attachment B. (U) 2. Background: Last year's report to Congress was a departure from those submitte in previous years in two respects: it took the form of a single, consolidated document in lieu of the DCI overview/Program Manager report format; and it discussed trends over a number of years instead of addressing only the year past. The change in format was necessitated by the growth in the number of agencies that were invited to contribute to the report and the need for concise but comprehensive treatment. The reporting period was expanded to allow us to make a statement of how the Community has utilized the increased Congressional funding at a time when we felt it was appropriate for Congress to hear that message. (U) Thus, last year's report addressed the question of what the Intelligence Community has done with the increased levels of funding provided to it by Congress, and served as a summation of the reports that preceded it in the two previous years. The 1981 report, you will recall, described the detrimental effects on the Intelligence Community of years of neglect and emphasized the need to rebuild intelligence capabilities. That was followed in 1982 by a report that discussed the rebuilding process and the overall objective of restoring balance among intelligence capabilities while in the the process. S) We believe that last year's report was successful, and recommend repeating that format again this year in a document that is even more tightly focused. We also feel that it is time to provide the 99th Congress and the new members of the intelligence-related committees with examples of what the additional capabilities have meant in terms of both substantive and operational output. We recommend that we do this by focusing on the support provided to the implementation of US policy objectives by the Community's production and collection elements, and on our continuing efforts to improve the capabilities of the intelligence process. We also recommend that we provide Congress in general and those involved committee members in particular with a sense of the challenges that must be addressed if we are to continue to provide sufficient support to the policy process.
