SUBJECT: FBIS Bureau Chiefs Conference
1. I would like to pass on the appreciation of the FBIS bureau
chiefs and senior FBIS Headquarters managers for your outstanding
briefing on resource issues. As you have done in the past, you again
masterfully (and with pointed humor) put the resource picture into
perspective. For the bureau chiefs, in particular, your explanations
provided insight into a complex problem and made it easier for them to
understand why the resource outlook has radically changed. This is
invaluable information for someone who is forced to manage costs that are
outside his or her control.
2. I would like to add my personal thank you for taking the time
from your busy schedule to speak to the bureau chiefs.
