I. GENERAL

Monthly Report -- Panama Bureau -- June 1988
Although the Panama situation dropped from U.S. national
news in June, the effects of the crisis increased. In late June,
the regime invalidated all tax payment certificates (paz y
salvos), which are required for Panamanian citizens to travel
outside Panama. The regime then decreed that no new certificates
would be issued until all taxes were paid. Because sanctions
prohibit the U.S. Government from paying taxes to the Panamanian
regime, all Panamanian employees of the U.S. Government are
without essential travel documentation. Although a recently
approved exemption to pay social security taxes has provided some
relief, the issue of income and education tax payments remains
one of highest concern to all Panamanian employees of the U.S.
Government.
II. OPERATIONS
A. Monitorial/Editorial
1. The bureau sent a flash on the 19 June military coup in
Haiti, and over the next 2 days filed numerous reports on the
situation in that country until Key West's contractor was able to
resume feeds from the embassy in Port-au-Prince.
2. Nicaragua did not disappoint us during the month.
Another round of negotiations between the Sandinist government
and the contras ended in failure after the two sides could not
even agree on a time and place for the next round of talks, and
President Daniel Ortega made his first visit to Cuba 27-30 June.
Both events provided a good deal of high-interest copy.
3. Ecuador appeared to be the hard-luck country of the
month when it lost both its Navy high command and Air Force high
command in air tragedies on successive weeks. Although there
has been no word on the whereabouts of the Army high command,
conjecture is that it is making extensive use of land and water

transportation.
B. Technical
Chief Technician made a trip to
Tegucigalpa to move the bureau's remote equipment to its original
location in the USIS annex building. Our equipment had been
moved to the main chancery following the burning of the annex
building in an anti-U.S. demonstration in April.

B. Building and Grounds
1. One of the azimuth drive motors on the signals analysis
ROSET antenna failed during the month because of a shorted
armature. The motor was removed and taken to a repair shop for
rewinding. The antenna is still fully operational with the
remaining azimuth motor.
2. Contractors "Pinturas Abrego" began painting four of
the bureau's Ft. Clayton houses.

IV. VISITS
The bureau chief made one last sojourn to headquarters on
TDY 27 June to 1 July.
V. COMMUNITY ACTIVITIES
In response to security concerns resulting from the bureau's
appearance in the Panamanian media early in the month,
headquarters reauested that the deputy chief, his wife, and
editor move to Ft. Clayton. lost the c in toss
and had to move in with the bureau chief, while the were
graciously hosted by . Although the

base houses all weekend, actual refugee status was short-lived,
and all three townies were back in their apartments after a 3-day
love fest.
