GENERAL Chief, Operations Group Chief, Okinawa Bureau Monthly Report - Okinawa Bureau - January 1988 A. The Okinawa region was hit by its strongest earthquake in 62 years on 24 January, the quake registering 6.1 on the 8-point Japanese measuring scale. The quake was centered 37 miles north of Okinawa, and reached an intensity of 3 in the region of the bureau. It was sufficiently strong to impress even those bureau personnel who had previously lived in earthquake areas. Except for a brief power failure in the housing area, the quake did no damage other than to nerves and to the equanimity of those who can't stand crooked pictures on their walls. B. Far eclipsing the earthquake in effect was the Air Force Operational Readiness exercise at the end of the month, which was preceded by a 10-day practice exercise. These readiness drills are run at least every 18 months under the close scrutiny of an inspection team and result in "attacks" on various base objectives by an enemy group. Those who really needed medical assistance during this period often had to traipse through masses of "wounded", with major delays resulting. Virtually all organizations on Kadena were affected, but fortunately the FBIS operations area at Bolo Point was beyond their scope. Capping off the exercise, the Commander, SAC and most of his senior staff visited during the readiness demonstration to provide extra tension for the local commanders. C. The 13th of January marked the end of an era and a dynasty with the death of President Chiang Ching-kuo in Taiwan. The succession to Taiwanese Vice President Li Teng-hui seems to have gone smoothly thus far. Beijing's respectful treatment of Chiang on the occasion signals its concern that a Taiwan without the Chiangs might reverse the one-China policy which both the mainland and Taiwan have espoused up until now. The bureau put Taipei domestic service on open speaker watch following the initial report of Chiang's death. As the situation developed normally in accord with constitutional provisions, the watch was discontinued after 24 hours. Monitorial/Editorial 1. In addition to the death of Chiang, monitorial highlights for the month included Japanese Prime Minister Takeshita's trip to the United States and a televised meeting between Soviet Defense Minister Yazov and a group of Soviet writers. The Takeshita visit produced considerable copy, including a 4-take press conference he held for Japanese journalists at the Madison Hotel in Washington. The Yazov meeting took place in mid-December, but the telecast contained material not available in previous print versions. Yazov's expressed concerns over glasnost and its effects on the military prompted an AG TRENDS article. 2. The busy month for the Japanese section was not confined to Takeshita's trip. Other major events included the resumption of the Japanese Diet's regular session on the 25th. The prime minister, foreign minister, defense minister and the director of the economic planning agency all addressed the opening session. On the 26th, the GOJ announced its sanctions against North Korea growing out of the bombing of a KAL flight last November. The Japanese termed the sanctions "severe," and they probably were greater than they would have been had the saboteurs not used Japanese passports. 3. To compensate somewhat for the bureau's chronically poor reception of MONTSAME, particularly MONTSAME English, we added Ulanbaatar English-language radio to coverage. AG expressed appreciation. 4. The major item of interest from mainland China this month was a speech by Chinese Communist Party General Secretary Zhao Ziyang upon his return from an inspection tour of the coastal provinces. Reports of the speech announced new policies that would open the country to broader foreign trade and investment. A "non-event" on the mainland this month was the rumored release of the gang of four. A Chinese foreign ministry spokesman stated that the gang were still in jail and denounced the rumor as "groundless." 5. The bureau started its first experiment in dual editorial training this month with the arrival of and Senior editor is training both simultaneously. Thus far, the training is going more smoothly than many of us had expected. Cruising 1. Staff Cruising Officer returned to duty at Okinawa Bureau on 21 January after completing a six-month TDY at Bangkok bureau. 2. The cruising unit completed a reception survey of all major PRC provincial, regional, and city radio services and reported reception ratings for all frequencies for three time periods (0000-0800, 0800-1600,1600-2400 GMT). The unit also checked reception ratings of bureau backstop coverage of Hong Kong and Seoul PRC provincial radios and will recheck all PRC provincial radio backstop coverage when it updates the entire emergency coverage schedule next month. The unit completed observations of Beijing Domestic Minority Language Service and Beijing International Service to Taiwan as well. 3. A new Shanghai radio station beamed to Taiwan called "Voice of Pujiang" began broadcasting on 4 January. The station is heard with fair reception on 3280, 3990, and 4950 kHz. The station's announced aims are promoting reunification with the motherland; reporting on developments in China; and providing information and services to Taiwan residents. Unlike other provincial and city stations, this station regularly carries news reports attributed to China News Service. The bureau has put the station on coverage. 4. Cruising messages were sent reporting frequency changes of RF carriers on the 60E and 63E Intelsat. No significant changes were observed. D. Technical STAT 1. Regional engineer TDYed to Manila STAT again at month's end and, ably assisted by from Hong STAT Kong, was able to get the remote operation equipment up to full capability. 2. Bids for replacement of the bureau's rhombic antenna poles have been prepared for sending to possible contractors. Preliminary indications are that the contractor who bid successfully last year will lower his bid in yen terms, but it is likely to be higher once we turn it into dollars. We tried to get the Air Force to do more of the work and save us from having to contract out much of the preparatory work, but they will be unable to do so. Lateral Services At the request of the U.S. consulate in Shenyang, since 1 January the bureau has been filing to the consulate Xinhua reports on Northeast China and Moscow reports on Sino-Soviet contacts. III. ADMINISTRATION A. Personnel 1. Editorial trainee TDYers STAT arrived in Okinawa on 5 January for their 3-month dual training stint. As a result of vacancies in the Chinese section, they are enjoying the luxury of separate quarters. 2. Regional engineer and family returned STAT from an R&R in the States highlighted by unexpected visits to procure new passports, visas, and other documents. These items and others were last seen falling off of a baggage cart in Florida. 3. Editor January. was promoted to GS-12 effective 3 STAT 4. Local broadcasts of Washington Redskins playoff games at 0230 Monday mornings daunted only a few, though the effects on subsequent editorial performances have yet to be fully assessed. Fortunately, the Super Bowl started at 0800, so after a few early morning shakes Skins fans were able to digest their breakfasts with equanimity. B. Buildings and Grounds 1. Funds were received from Headquarters during the month enabling us to start the formal architectural design process for the next phase of the housing recapitalization program, which involves our 16 oldest 3-bedroom houses. If there are no more delays, we should be able to sign the construction contract in late July-early August. Three of the phase one new/renovated units were completed in December, with three more due for completion by the end of February. The final unit of the phase one project has been slightly delayed to reduce temporary housing problems, but final completion of this phase is still scheduled for early April.
