OPERATIONS A. Monitorial/Editorial . 1. On 13 July, after 2 and 1/2 days of talks in New York, negotiators -for Angola, Cuba--; -and South Africa reached agreement on doc....tment called "Principles for a Peaceful Settlement in Southwestern Africa" designed to bring about a Cuban troop withdrawal from Angola and an end to South Africa's 73-year rule over South-West Africa. The actual details of the arrangement, including a timetable for the Cuban and South African withdrawals and the :fate of UNITA, remain to be worked out, beginning at the next meeting of military and political. exper_tsscheduLed_for 2-4_August_in.Geneva._ 2. Reacting to Cuban President Castro's statement that the _ parties were on the "threshold of a solution" to the conflict in southern Africa, RSA Defense Minister Magnus Malan said .that this was unrealistic and cited the 26 duly attack on a Namibian border town by Angolan forces. ? Malan said this provocative fight-talk approach was unacceptable to South Africa, Other RSA "sources" claimed_that_president_Botha had.ordered.the_total_ withdrawal of RSA troops from southwestern Angola to avoid further clashed:with the estimated 12,000 Cuban and 5,000 Angolan troops deployed along the border with Namibia. 3. Despite a favorable ruling by the Cape Supreme Court, South African authorities managed to quash most of the celebrations planned throughout the country to mark ANC leader Nelson Mandela's 7th birthday, Mandela rejected a government offer to allow a 6 hour family visit to Polismoor Prison, saying he wanted no favors from the present government. On the same day, 18 July, RSA Information Minister Stoffel van der Merwe said that due to certain information in the government's possession, the time was not right to release Mandela. 4. On 29 July, the South African Publications Appeal Board approved the release of the film "Cry Freedom". The film immediately opened in 30 theaters around_the,country. Coverage/Cruising 1. Following the introduction of new frequencies, the bureau was able to add daily coverage of the UNITA radio "Voice of Resistance of the Black Cockerel", which had been unmonitorable for over 3 years. Shortly after Black Cockerel reception improved, Luanda Domestic Service began using the same frequency, effectively obliterating the UNITA radio signal. Within 5 days Black Cockerel shifted its frequency 10 khz and is currently heard with fair to poor reception. !hL, bureau's reception of Dakar FAN A in Enolisn/Frencn, which is only fair at best, deteriorated to unmonitorable on 23 july. With the exception of the odd item, the press agency continues to be heavily garbled. II. ADMINISTRATION 1. New Deputy Bureau Chief on 26 auly. She replaces Headquarters on 7 August. III. VISITS arrived PCS who departs PCS to The bureau's new administrative assistant, arrived on 30 July. Departing Ambassador Nelson and Mrs. Nelson paid a farewell visit to the bureau on 29. July.
