SUBJECT Monthly Report -- London Bureau -- April 1988
I. GENERAL
1. BBC engineers became the first occupants of the new annex during
the month. Owing to delays in the automation project, BBC is
now considering moving the Newsroom and Listening Room to the
annex by early 1989. Newsroom and Listening Room personnel will
continue to work in a paper environment until problems with the
automation hardware are resolved and the system becomes
operational. The bureau will be closely monitoring BBC planning
for pre-automation delivery of copy to FBIS from the annex.
2. The dollar continued to hover around $1.89 to the pound for most
of the month with economists continuing to predict a $2 pound in
the not-too-distant future. The bureau is now projecting a base
personal services deficit of $577K and a ROSET personal services
deficit ot $41K.
3. Islamabad Unit was on the periphery of the 10 April ammunition
dump explosion in Faisalbad, with debris from the dump landing
just 100 yards from the unit. No harm came to the unit or its
employees, but the home of technician Mohammed Sadiq was hit and
sustained considerable damage.
4. On a slightly Dickensian note, the London TIMES carried a
lengthy article on the BBC Monitoring Service in which Caversham
was described as a cottage industry with "hard-working and
poorly paid" monitors working in cramped conditions.
II. OPERATIONS
A. Monitorial/Editorial
1. The 5-20 April hijacking of the Kuwaiti airliner generated
a high volume of high-precedence traffic for most of the
month. BBC instituted an Arabic and Persian midnight shift
when the plane was in Iran and then continued the Arabic
shift when it moved on to Cyprus and Algiers. The
launching of the Iraqi attack on the al-Faw peninsula and
the assassination of PLO deputy leader al-Wazir added to
the high volume of urgent traffic.

2. BBC directed its overseas monitor to expand coverage of
Polish regional radios when a number of strikes broke out
toward the end of the month. Reception to date has been
very variable and Krakow, unfortunately, unmonitorable.
3. PMU was commended by Acting Chief/Operations Group for its
"rapid heads-up handling" of a major Najibullah speech from
PRAVDA when BBC's radio reception was too poor for
meaningful processing.
B. Coverage
1. The USSR activated a new Gorizont located at 14 degrees
West to replace the satellite lost 1 December. BBC is now
covering Soviet TV first programming from this source and
will begin Pressfax coverage as soon as BBC engineers can
properly position the 4-meter Crowsley dish or install a
new 1.8-meter motorized antenna to ensure reliable Pressfax
reception. Coverage of Pressfax from the 14W Gorizont will
mean loss of the second edition of KRASNAYA ZVEZDA but will
free the BBC's sole steerable 10-meter C-band dish for ad
hoc coverage. Pressfax coverage plans will be reviewed
once the new 11-meter Crowsley dishes are operational,
p-a-gably by early June.
2. BBC monitored a live feed of the 28 April debate between
French presidential candidates Chirac and Mitterrand from
the 8W Telecom satellite, allowing bureau to provide
Headquarters with an ad hoc Internet feed.
3. PMU received the first DHL trial shipment of Tehran papers
from Nicosia Bureau on 27 April and passed them to its
Persian contractor for scanning.
4. BBC continued to receive Baku and Yerevan feeds from
Nicosia through 6 April but decided to terminate them
effective 7 April owing to poor reception and lack of
productivity.
C. Communications
1. Internet: On 1 April the bureau began regular Monday
through Friday feeds of the Pressfax for AG and UD.
Because of problems on the Headquarters end precluding
simultaneous receipt of TV and wideband fax, the live feed
was initially interrupted daily for the Vremya TV feed with
the recording of the missing portion sent later.
2. The dedicated DLA/LDA circuit was lost 21 April through 3
May owing to "black box" problems on the Headquarters end.
D. Technical
1. The new BBC Ku-Band dish and receivers to be used by FBIS
for West Europe TV were fully installed during the month.

Internet feeds of material monitored from the new dish will
begin 6 May.
2. The bureau procured a Telebit Trailblazer modem for IDD and
will begin testing upon receipt of the necessary software
from Headquarters.
3. Bureau engineer has begun contacts with local STAT
vendors to identity appropriate personal computers to
upgrade the Communications Unit and replace the aging
Extels.
III. ADMINISTRATION
Personnel

The bureau is awaiting the results of an FSN full-scale salary
and fringe benefit survey conducted during the month by
chief of the Salary and Benefits Division, PER/FSN/SB. /7
PMU media analyst represented FBIS at an 18 April STAT
meeting at the Embassy during which explained survey
methodology.
2. Visiting Deputy Director presented PMU senior STAT
media analyst with a well-deserved Special STAT
Achievement Award for his superior performance over the past 16
months.
