SUBJECT : Monthly Report -- London Bureau -- May 1988
I. GENERAL
1. Director/FBIS congratulated the bureau on being awarded a
Meritorious Unit Citation for "voluminous and timely reporting"
of Soviet affairs. An appropriate ceremony will be held upon '
actual receipt of the award.
2. Results of the FSN full-scale salary and fringe benefits survey
conducted by the Department of State are expected to be
announced in late June. The survey team has recommended that
any increases arising from the survey be retroactive to 8 May.
Full impact of the survey on the bureau budget will not be known
until the percentage increases are announced.
3. GMMS has announced that, effective 13 June, the morning
management meeting will revert to its original expanded
attendance, including the BBC Parts and monitoring organizers,
instead of the current format limiting each component to two
representatives. The expanded meeting will convene in the BBC
Conference Room in the new annex. The bureau will expand its
representation to three.
II. OPERATIONS
A. Editorial/Monitorial
1. BBC expanded feeds of Polish regional radios from its
overseas monitor and scheduled extended Polish shifts,
including an overnight watch on 6 May, to cover industrial
unrest throughout Poland. The extended shifts were
terminated 12 May upon the collapse of the strike at the
Lenin Shipyards in Gdansk, but bureau editors continued to
receive APA printouts overnight for possible high-priority
PAP items.
2. The bureau editorial staff was congratulated by acting
chief/ Operations for its timely processing of reportage on
the 20-22 May MSZMP Conference. In addition to extensive
textual processing, the bureau was able to provide
Headquarters with Internet feeds of Hungarian TV conference
coverage supplied by Vienna Bureau. Bureau editors had
little time to recover from the onslaught of Hungarian
Conference material when a CPSU Central Committee Plenum

convened on the 23d to discuss the theses for the upcoming
19th All-Union Party Conference, and the Supreme Soviet
began a session on the 24th. The LCY Conference which
opened on 28 May and the Moscow Summit also contributed to
high-volume production, with both PMU and editorial
recording the highest daily average output for May in the
history of the bureau.
3. PMU media specialists provided
the BBC Newsroom with two exclusive Pressfax stories during
the month. The first was efficient handling
of the PRAVDA announcement of the opening of the Sumgait
trial; the second, late evening processing
from the 25 May KRASNAYA ZVEZDA of Soviet Defense Minister
Yazov's address to the Group of Soviet Forces in Germany.
B. Coverage
1. BBC has issued a schedule for the 11M Crowsley dishes when
they come on line "in the near future." Initially only one
dish will be operational, with the second dish dedicated to
engineering training. Full use of the dishes will not be
possible until March 1989, when the Listening Room will
have moved to the new annex. The new dish will be used
primarily for monitoring STV Orbita-4 and Mayak radio from
the 53E Gorizont plus trial coverage of the main Saudi and
Algerian TV newscasts as well as Libyan radio and TV.
Decisions on Moroccan and Portuguese TV coverage will be
made following the necessary surveys.
2. PMU completed its 30-day trial coverage of Tehran
newspapers shipped from Nicosia, concluding that the
relatively low productivity, 6-to-10 lag in receipt time,
and limited monitorial resources preclude coverage by PMU.
C. Lateral Services
1. PMU received a letter from Keith Severin, Foreign
Agriculture Service, Department of Agriculture, who had
visited the bureau last summer. Mr. Severin's letter
praises PMU processing of Soviet agricultural reports,
noting that it greatly assists him in his work and has
"helped put out fires started by incorrect news service
reports from Moscow."
2. BBCMS General Manager Eric Bowman thanked FBIS for the
quick response by the Headquarters TV Center in locating
and providing an Internet feed of an 8 April speech in
Tashkent by CPSU General Secretary Gorbachev for an
important Monitoring Service consumer.
D. Communications
1. Internet: Regular Internet feeds were expanded effective 6
May with the addition of four West Europe newscasts
monitored with a small BBC Ku-band antenna placed at FBIS'

disposal. In another positive Internet development, the
work of the Internet and Pressfax operators was eased
considerably when Headquarters advised on 19 May that it
could receive simultaneous Pressfax and TV feeds, thus
eliminating the need for complex coordination when regular
TV feeds coincided with Pressfax transmissions.
2. The bureau began using the new FBIS message format on 3
May. Unfortunately implementation of the new format
coincided with lengthy commo outages in Nicosia and Vienna
and high wordage levels. By 6 May a large punching backlog
had built up but the operators quickly adapted to the new
procedures and operations were back to normal by 8 May.
3. A computer training station simulating the planned London
Commo Upgrade has been set up in the Autodin Room in
preparation for the July installation of Victor PC's in the
Comcenter. By month's end, all supervisors and two
operators had completed training with the remainder
scheduled for training between now and mid-July.
E. Technical
1. After extensive coordination with ADD, plans for the London
Commo Upgrade are well underway with Victor PC's and IBM
keyboards identified to replace the ageing Extels. Some
questions still remain on the line-sharing device. Bureau
engineer has completed initial work on space and STAT
cable planning and furniture has been ordered to
accommodate the new equipment. will be STAT
travelling to Plainfield the week of 12 June to assist
Lockheed in its final system planning.
2. The bureau technical staff has conducted a survey of
potential copiers to replace the faulty Canon copiers
recently procured by the bureau. Negotiations with Canon
are underway in an attempt to obtain either a refund or new
copiers which can stand up to the bureau workload.
