GENERAL FBIS--3608-88 6 June 1988 Director, Foreign Broadcast Information Service Chief, Operations Group Chief, Hong Kong Bureau Monthly Report--Hong Kong Bureau--May 1988 The Bureau Chief on the 31st met with officials at Cable and Wireless to discuss FBIS concerns over the prospect of the remote antenna field being moved to Cape Daguilar. These fears were prompted by comments of the antenna field supervisor to the C/ESG last month that the field would be moved in some 2-3 years' time. The Bureau Chief was assured by Peter Branson, general manager for marketing, that C&W does not have plans to move. This good news was tempered somewhat by the 80-percent chance that the Bureau's new microwave path will be blocked in about a year by another building under construction. Chief Technician and the Bureau Chief discussed alternative paths withC&W. The best available option appears to be to lease a Ti telephone line from the Bureau to New Mercury House; from there to Mount Butler and back via a C&W Ti or voice grade circuit; and then to the Bureau on a Ti line. The existing Ti circuit will be retained as a backup. II. OPERATIONS A. Nonitorial/Editorial 1. The Bureau started receiving the Beijing CHINA ECONOMIC INFORMATION Database in English on 2 June. In response to apparent high interest at Headquarters and among consumers in this file, the Bureau initially will file liberally from the service to allow Headquarters to evaluate the material. Following several requests from TDY'ing analysts who have visited the Bureau recently for video materials on the Philippines, the Manila contractor will now send the Bureau more video tapes on appearances by President Aquino and principal cabinet ministers as well as on the evening talk shows the Bureau is covering. 3. At her initiative, Senior Editor devised a processing log for all Chinese-language materials in the translation pipeline. The Editorial Staff is finding that with the log, they have better control over the order in which materials get processed, thus overcoming a problem with the old system in which items could get "lost" and processing be delayed. 4. On the evening of the 12th, two hijackers commandeered a Chinese airliner to Taiwan. The first reports were monitored that night from AFP, but the next night the Bureau remained open late to file several reports from the Chinese news agencies ZHONGGUO TONGXUN SHE and ZHONGGUO XINWEN SHE, giving the most detailed information at that time from Chinese sources. 5. On Sunday, the 1st, a speech delivered by President Aquino on the occasion of Labor Day was monitored and one of the Philippine monitors was called in to process it. At mid-month, the military charged that a BBC reporter had paid for a rebel ambush in which several Philippine soldiers, including a general's son, were killed. The Bureau gave blanket, priority coverage of the charges so that the BBC's interests would be protected. B. Lateral Services 1. In response to a BBC request on the 19th, the Bureau reviewed monitored Lhasa radio newscasts for a report on the sentencing to death of four Tibetans charged with killing policemen in the most recent rioting. A review revealed that no such reports had been monitored. 2. At the request of the Consulate, the Bureau texted a 3,000-word CHENG MING interview with a retired consul on the Consulate's visa policies. The Consulate expressed its great appreciation for our work. Consu Anderson has requested that Bureau Monitor Supervisor conduct an in-depth comparison and review of the PRC - and English-language texts of the Draft Basic Law for the Hong Kong Special Administrative Region. Mr Anderson explained that Sam's review will be relied upon by the Consulate in its discussions with local officials on the Basic Law. C. Technical 1. The long-delayed microwave re-route was finally completed in May after the arrival of the Andrews flange connectors. After the installation, it was found that the signal to noise ratio had degraded by at least 20 db. The receive signal measured at the Bureau was approximately -73 dbm. At the remote site, the signal to noise ratio was at least 10 db better. The system is working normally, although Group 3 channels have been found to be much noiser. There have also been occasional receiver alarms at the Bureau, but these have not affected operations. There have been no receiver alarms registered at Mount Butler. The overall performance of the system has been good. 2. A stand-alone Forum 88 computer in the Editorial Room was converted and had a modem attached so it could be used to access the CEI Database. New Chinese Monitor EOD' ed on the 31st. Another Chinese monitor is scneaulea to EOD on 9 June. 3. With resignation, the Bureau is still down two Chinese monitors. Ads were placed in the local press on the weekend of 13-15 May, and the Bureau received just over a dozen applications, down from the some 100 received 9 months ago. Testing of the applicants has produced one good candidate, and the Bureau will again advertise for the last vacancy in June. 4. The Bureau's new Associate Editor is expected to EOD on or about 13 June. 5. With Headquarters approval, the Bureau ordered a new Mazda wagon to replace the present beast. IV. VISITS STAT STAT 1. On the 19th, the Bureau Chief attended a USIS reception to welcome the 1988 Jefferson Fellows to Hong Kong. 3. The Bureau has initiated a first Friday in the month luncheon so employees can get to know each other better outside the office setting. We are now well-qualified to recommend the Bombay Palace for Indian delicacies to all visitors to Hong Kong.
