I. GENERAL
The continuing proliferation of Chinese publications,
an agenda topic at the upcoming Bureau Chiefs Conference, has
underscored the need to streamline the Bureau's press coverage of
China. The Bureau this month requested and received approval to
drop from coverage the following publications: Beijing XINWEN
ZHANXIAN, Beijing SHIJ1E LISHI, Beijing ZHEXUE YANJIU, Beijing
FAZHI RIBAO, Kunming YUNNAN RIBAO, Lanzhou GANSU RIBAO, Wuhan
HUBEI RIBAO, Xian SHAANXI RIBAO, and Zhengzhou HENAN RIBAO. The
Bureau will continue to receive the five provincial dailies as a
backstop of major speeches by the provincial party secretaries in
case reception difficulties hamper processing from the radios.
The Beijing contractor at the beginning of the month
pouched to the Bureau copies of the new PRC monthly DANG JIAN
(PARTY BUILDING). The Bureau's review of this journal revealed
that it included many articles that fell into the mandatory
processing category. Since the Okinawa Bureau deputy chief had
recently, during a visit to Hong Kong, requested that Hong Kong
look for ways to share out some good PRC publications, the Bureau
offered the DANG JIAN journal to Okinawa, and it accepted
coverage after coordination with NEAD.
The Beijing contractor also was able to obtain the first
issue of the new Chinese journal JUNSHI SHIJIE (MILITARY WORLD).
The Bureau offered this monthly to NEAD for coverage because of
its heavy reliance on pictures, charts, and graphs as part of the
articles. NEAD has accepted coverage of this journal.

II. OPERATIONS
A. Nonitorial/Editorial
1. The principal news stories out of this past
month were the meetings of the Chinese leadership in the resort
city of Beidaihe, Japanese Prime Minister Takeshita's visit, and
the visit of Soviet Deputy Foreign Minister Rogachev to discuss
the issue over Cambodia and Vietnam's withdrawal from the
country. The Bureau filed a high volume of materials on these
events both from the Chinese central media and the Chinese Hong
Kong press, which was particularly revealing on the Beidaihe
meetings and included reports of problems among the leadership
over the pace of reform.
2. Coverage of the Philippines included a Muslim
kidnapping of an American couple in retaliation for the downing
of the Iranian airliner, a request by deposed President Marcos to
return, Vice President Laurel's breaking with the Aquino
administration and forming a new opposition coalition, and a call
by renegade Army Colonel Honasan for President Aquino's
overthrow. The call by Honasan for Aquino's overthrow came just
days before the first anniversary of his attempted coup and
Aquino's departure for Brunei, so the Bureau staffed an
additional Philippine monitor shift on Sunday the 28th to cover
an Aquino speech that day and to watch for any untoward
developments.
3. The Bureau's Manila contractor is continuing to
work with the contractors recommended by the Regional
Communications Office to improve Metro Manila television
reception. This project has been slowed by the fact that one
antenna cannot bring in all four television stations with good
reception. A second antenna currently is being erected, and a
switch will allow the contractor to choose between the two
antennas. This project should be completed within the next few
weeks.
B. Lateral Services
1. At the the BBC's request, the Bureau conducted
cruising surveys at the beginning and end of the month in search
of a reported broadcast by Radio Television Hong Kong beamed at
Vietnam for the purpose of discouraging boat people from coming
to Hong Kong. Both surveys produced negative results.

2. The Bureau processed on a priority basis a RENNIN
RIBAO OVERSEAS EDITION interview with the Chinese Marine
commander for the Consulate Defense Liaison Office. The DLO
expressed its appreciation.
C. Technical
1. All of the IC's on the interface card in the Mount
Butler remote site Megamux equipment, damaged by a lightning
storm in July, have been replaced. However, the equipment
continued to suffer from frequent failures. An inspection by the
Bureau technicians revealed that the autoframe card could not
work in a slave mode. This problem was overcome by exchanging
the card being used at the Bureau with the defective one.
2. The Bureau has been informed by Action Computer
Enterprise that the Telebit engineers in the States are
processing the necessary forms to obtain permission from the Hong
Kong Telephone Company to allow use of the Telebit IDD modem in
Hong Kong. This whole process will take 3 to 4 months.

visited the Bureau on the 10th for a briefing and tour of the
Bureau with the Bureau Chief.
V. COMMUNITY AFFAIRS
A farewell luncheon was held on the 30th for
STAT and his wife, at the Indonesian Restaurant in Causeway
STAT Bay. is returning to Headquarters to work o e Daily
