SUBJECT: Telecommunications Service Request
1. Attached is a draft TSR that requests a change in the modem
at Reston for the London dedicated circuit. The present modem is
leased from the telephone company and is the only one located in the
first floor telephone demarcation room at Reston. We want to have
this modem located in the FBIS third floor modem closet where we can
control its use, just like all our other modems. More importantly,
we wish to establish the London circuit with a minimum number of
black boxes at Reston.
2. The C&P Telephone Special Services manager, Mr. Jim
Rettenbach, has informed us that he is bound by the legal
interpretation of telecommunications divestiture proceedings to have
a current loop interface in the demarcation room attached to the 108F
modem for our equipment, even though the 108F modem has the direct
RS-232 interface which we need. This is required so C&P does not
provide anything resembling data terminal equipment, in violation of
anti-trust laws. To compensate for the C&P conversion to current
loop, we have had to install a black box converter to reconvert the
current loop to RS-232 standards for our computers. According to Mr.
Rettenbach, we can avoid this problem by (a) requesting removal of
the C&P leased modem while keeping our voice grade four-wire (3002
type) circuit, and (b) installing our own purchased 108F modem on the
present London circuit upstairs in our modem closet. In effect,
there is no change at any of the other locations at Andrews AFB,
Caversham or Croughton UK. The only thing that changes is the
location and ownership of the 108F modem at Reston.
