1. The Office of Training and Education (OTE) has identified
FY-88 funds for the installation of a cable television distribution

requests a delegation
of contracting authority
to the Chief, Public

Works Branch (C/PWB)
for the execution
and administration of
the cos ruction
contract, since the estimated
installation cost of
25X1
exceeds the authority
granted to the C/PWB.
2. Invitation for Bids were issued
to seven companies in
June 1988 at which
time there were no responsive
bidders. A second
solicitation was
issued to two companies
on 5 August, only one of
which responded. Since this was the only responsive and responsible
offeror, we are
planning negotiations with this contractor.
