D. C.20505 31 August 1988 MEMORANDUM FOR: Director, Planning and Policy Office Intelligence Community Staff COMPT 88-1346 SUBJECT: Update of the National Foreign Intelligence Strategy 1. Among the issues that the Intelligence Community will face over the next decade, we believe that the 11 listed below will present the greatest challenges: Counternarcotics. Narcotics production and trafficking threatens the fabric of US society and undermines the stability of foreign governments. The Community must have a strong capability to collect and analyze information on narcotics production and trafficking; traffickers' financial networks; and foreign government attitudes toward the problem. We must identify ways to use our unique capabilities to mount active and effective programs aimed at the narcotics traffickers. Developments in the Soviet-Union. The Community must be able to provide comprehensive, accurate, reliable, and timely collection and analysis on the political, economic, and military changes under way in the Soviet Union under General Secretary Gorbachev and assess the impact of those changes on US national security. The attractiveness of private sector careers continues to hamper our abilities to hire the highly skilled and motivated personnel the Intelligence profession demands. In particular, the Community must pay particular attention to attracting and retaining qualified minorities. Support Infrastructure. Successful responses to future challenges assume the existence of an infrastructure to provide secure workspaces, modern communications and computer facilities, and general logistical support. These capabilities must not be allowed to deteriorate. 2.
