MEMORANDUM FOR: Deputy Director for Science and Technology

SUBJECT: Increased Competition in Agency Procurements for
FY 1988
1. This package contains competitive statistics for fiscal
year (FY) 1988 for the Directorate of Science and Technology by
office (Attachment A). Coding procedures for recording competitive
activity were aligned, prior to the start of FY 1988, to be
consistent with those of the Federal Government. This realignment
is the primary reason for the dramatic increase in competitive
awards. Agency components are to be commended, however, for their
increased awareness of the need to compete procurements where
possible and their active participation in this effort which helped
to bri7_07ut a successful conclusion to the FY 1988 competitive
effort.
2. Attachment B is a memorandum for your signature, addressed
to those components within your directorate with at least 10
contract actions and $100,000 in obligated dollars. Each addressee
will receive an attachment, outlining the efforts of his component
to increase the number of competitively awarded contracts and
dollars for FY 1988. The Office of Logistics requests continued
efforts on the part of all Agency components to apply competitive
procurement practices in FY 1989.
3. Progress reports will continue to be provided to Aen
directorates and offices on a quarterly basis for FY 1989.
