1. We regret that we are unable to provide you the additional space you
have requested in the 3E corridor of the Original Headquarters Building. As
you are aware, the space requested is assigned to the Office of Logistics
25X1 Parking Office, and is fully utilized.

2. Please be assured, however, that we are sensitive to your need for
additional space and security. We hope to provide for them in the design of
your new permanent quarters. In the interim, we suggest that you consider
accepting some expansion space at Key Building. Alternatively, you may want

which your Directorate now occupies.

SUBJECT: Request for Additional Space
The Collection Requirements and Evaluations Staff of the DI
has experienced for the past year increasingly serious security
problems that are the result of available space. Our efforts over
the past two years to resolve these problems are as follows:
o Three years ago we requested that an interior cinderblock
wall be removed to give us More usable space. This was
denied.
o Last year we asked that hallway space outside 3E63 be
converted to office space. This was denied because of a
freeze in anticipation of renovation of 411 of our space.
o Within the last six months, we asked to be able to use
about half of the space being vacated by OEA admin when
25X1 they move to NHB. We apparently lost out on that as
25X1 is now scheduled to move into those spaces temporarily.
25X1 Between FY-87 to FY-88, CRES grew b additional
25X1 positions or 30% not including about ontractors. Although
most of these individuals work in our expanded Collection Tasking
Group on the seventh floor, many of the admin support, and
25X1 management functions remain in 3E spaces.
Our mission is unique not only to the directorate, but in
many ways unique to the Agency. We are faced right now with
several situations that, due to space limitations, puts us in
technical violation of several security regulations that deal with
the control and working environment for unusually sensitive and
compartmented information. If not resolved soon, this Agency is
at risk to loose access to this information. Part of our problem
is that we are forced to locate several of our contractors
immediately adjacent to staff employees who must control and
converse about tightly controlled intelligence information. These

I recently learned that the date for our staff to move into
"swing space" has again been delayed until 1991. I can no longer
risk holding out for that solution. The only possible relief I
now see is to ask that another small and nearby component be moved
to give us space for three of four of our staff. I envision that
we would move one of our least sensitive components, our Training
and Preparedness Staff, into the new space which would allow us to
move others around to lessen our security and space problems. The
space I seek is now occupied by OL's Parking Office. I believe
the benefit for our mission and for security would far outweigh
the acknowledged inconvenience this would cause two of your
25X1 employees
