I Approved For Release 2003/08/21 : CIA-RDP91-00965R000300120001-4 SUBJECT: S. 2233, A Bill to amend the Foreign Service Act of i.? 6, as amended and for other purposes 1. The attached proposed legislation was introduced by Senator J. W. Fulbright (D., Ark.) at the request of the Department of State. 2. In their letter to the Department of State, set forth in the Congressional Record of Tuesday, June 23 at page 10485, it states in part that this Bill had been prepared after submission of S. 443 as a supplement and desired that it be considered at the same time the original Bill receives the attention of the United States Senate. Thp additional amendments proposed in this Bill " are urgently needed to improve and strengthen the administration of the Foreign Service." 3. According to the Department of State letter, this proposed legislation would accomplish the following: "1. Clarify and simplify provisions for the establishment of compensation plans for local (alien) employees of the Serv5c and provide for the use of these provisions by other departments and agencies of the Government authorized to administer local (alien) employee programs. "2. Provide authority for the appointment directly to class FSO-7 of a limited number of persons who have qualified for FSO-8 appointment. "3. Clarify provisions relating to the selection out of Foreign Service officers in classes 4, 5, 6 and 7. "i+. Further clarify and simplify provisions relating to separation for cause. "5. Clarify provisions relating to the furnishing of nouse- hold equipment in order to effect economy in transportation costs. "6. Clarify provisions relating, to the transportation and replacement of motor vehicles.
