letter from Senator Clair Engle requesting your
comments on points raised in a telegram which he
received from Mr. Kenneth Hahn. With minor
changes, the attached reply is a restatement of
your comments on Mr. Hahn's original corres-

Khrushchevts statements in California concerning
code books and communications allegedly inter-
