1. In response to your request herewith are details on the pro-
posed transaction between GSA and This information was ob-
tained in an interview with and a telephone
call to Mr. Kleinstuber, GSA (1 83., x-5341)0 advised me
that the data he furnished might be revealed by you in your discussions
with Congressional committee staffs. Supplementary details, which it
might be preferable not to reveal unless you find it necessary, are
enclosed in parentheses.

This value is evidenced by a letter of 19 June
from E:Lmer B. S aats, Executive Officer OCB to H.E. Kleinstuber, GSA
That letter had reference to the transaction which is now proposed.
In addition. to the positive benefits to be derived from the pro-
posed use, according telephone conversation I had today with Mr.
Kleinstuber he stated that GSA had declared the property surplus since
no other Government agency had a use for it.
(g) Terms of the proposed contract. A contract (attached) has been
prepared by GSA and reviewed by CIAAOGC. Its terms are entirely routine

and contain the normal government contract "boilerplate". The property
is to be sold "as is" and "where is", title to vest in the purchaser on
payment, and purchaser to remove the property within 120 days.
