Subject: Proposed Negotiated Disposal of Surplus
Radio Equipment
Reference is made to the letter of 5 August 1958 from Senator
John L. McClellan, Chairman of the Senate Committee on Government
Operations, to you concerning the proposed negotiated sale of surplus
electrical and radio equipment. At the request of the Central Intelligence
Agency, the General Services Administration has agreed to make available
to Radio Liberation two of the eight 500 kw transmitters declared surplus
by the United States Information Agency in 1954.

An identical memorandum is being transmitted on this date to
Senator Russell, Chairman of the Senate Committee on Armed Services.
For your information we have had prepared a background statement
relating to the establishment of Radio Liberation and its objectives.

would appreciate the assistance and cooperation of the Committee on Foreign
