Office of Legislative Counsel
Friday -- 24 July 1953
1. Congressman Kelly (D. , N. Y.) and Congressman Zablocki
(D. , Wisc.) have introduced H. Con. Res. 168 and 169 respectively to
establish a Joint Committee on intelligence matters. These resolutions
have been referred to the House Rules Committee. These resolutions
are somewhat broader than the ones previously introduced in that they
call for continued review of Central Intelligence and related intelligence
services.
3. Dr. Guthe, AD/RR, informed me that Senator McCarthy has
proposed a very strong rider to the Mutual Security appropriations bill,
severely penalizing countries trading with Red China. Dr. Guthe states
that Adm. Delaney, of ODMS, is calling a meeting for 27 July of legis-
lative officers of State, Defense and CIA to study how this rider should
be opposed.
4. Miss Shaw, of the office of Gong. Hale (R. , Me.), called to
state that the Congressman desired any general information we might
have regarding as the Congressman has
been asked to introduce the general to some people in Washington and is
reluctant to do so until he knows more about '6im Mr H

for Congressional Relations, but wished also to have the CIA viewpoint.
I informed her that CIA felt that was perfectly all right and 25X1C

I who is about to be deported, had secured American
F
Legion backing and also the backing of a group at the United Nations
to interest Congressman Derounian in his case. As a result the Con-
gressman has written the Department of the Army and has noted CIA
interest in the case insofar as we supplied a Mr.O as an inter-
preter. Miss Ma~lak in G-2 is calling a meeting of CIA, Army and
Immigration to consider this matter on 27 July, which Mr.
and will attend. CIA has no interest in I who
was primarily of Army interest, has been a constant problem since his
arrival and has produced only one report for CIA. Mr. conc
in these views.
