Mr. Morris, Counsel for the Internal Security Subcommittee, in- V formed me that a Senator (whose name he was not in a position to disclose) had reported to Sen. Jenner that CIA was utilizing or employing Professor I Sen. Jenner is sending a letter to the DCI ask- is checking the CIA records to make certain whether we have ever utilized STATOTHR 2. I talked informally with Mr. Hyde, of the legislative staff of the Bureau of the Budget, concerning S. J. Res. 96, and told him that we did not wish to make a formal reply to his request for comments as we would not make an official comment on the creation of a Congressional Committee. However, I told him informally, and not for attribution, that our people were somewhat opposed to the establishment of this Commission on International Telecommuni- cations as it would involve disclosure of highly classified information in the electro -magnetic and telecommunications field, which is presently being handled at the NSC level and would also involve CIA information on Soviet tele - 25X1 communications capabilities.
