1. Talkdd with Mr. Winslow, Assistant Executive Director of the
Civil Service Commission, who reassures me that Chairman Ramspeck
will include a statement in his testimony for CIA exemption from H. R. 554,
"the Little Wagner Act" for Federal employees.
2. Discussed with Senator McCarran our request for a copy of his
letter of 23 February to Mr. H and our security concern in this matter.
Senator McCarran assured me that everything would be done to protect
our interests in this matter. Miss Eva Adams, Assistant to the Senator,
talked to me at some length regarding this due to their misunderstanding
that we might take retaliatory action against and H for having testi-
fied. She stated that this was`prevalent opinion, particularly of Mr. Sour-
wine, who felt that CIA had come completely under the domination of the
State Department. She suggested arranging a meeting with Sourwine and
pointed out that she was well aware of the lack of security in Mr. Morris'

4. Mr. Dulles and I attended a meeting of the House Foreign Affairs
Committee to discuss various aspects of the Kersten amendment of the

a proper expenditure of Kersten amendment funds if they were utilized
for the resettlement of refugees. Congressman Vorys was the lone dis-
senter. Congressmen present were the following:
Mutual Security Act of 1951. Also present were Mutual Security Director
Harriman, and Mr. Wood and Mr. Berger of his staff, together with
of PSB. It was the concensus of the Committee that it would be
