3. Mr. Berger, Special Assistant to the Mutual Security Director
Harriman, called to state that he had some concern regarding the fact
that the staff study on MSA manpower and the Kersten amendment, which
had been prepared by the staff of the House Foreign Affairs Committee,
was unclassified. He has, therefore, asked the Committee Clerk, Mr.
Crawford, to classify the memorandum as Confidential.
4. Mr. Belen, Chief Clerk of the House Civil Service Committee,
has informed Legislative Counsel that the Subcommittee considering
H. R. 554, the bill to authorize recognition of organizations of Federal
employees, has agreed that CIA should be exempt from its provisions
and requested appropriate language to accomplish this aim. We sug-
gested the inclusion of the following language in the revised version
of this proposed legislation:
"Provided, that, the provisions of this Act shall
not apply to the Central Intelligence Agency. "

5. Mr. Roger Jones, Assistant Director of the Bureau of the
Budget for Legislative Reference, called Legislative Counsel to state
that the President planned to submit a message to Congress on Mon-
day or Tuesday on the refugee problem. The President also desires
to submit legislation in this regard, and a draft will be available to
all s interested agencies on Monday, 10 March. By the President's
direction all agency comments on the proposed draft must be returned
to the Bureau of the Budget by close of business on Wednesday, 12
March.
