2. In response to his previous inquire, Legislative Counsel in-
formed Mr. Borden, Executive Director of the staff of the Joint Atomic
Energy Committee, that the General Advisory Committee of the Atomic
Energy Commission did not have access to CIA raw intelligence informa-
tion but merely to the finished product. Access is limited to Dr. Colby
and Mr. Henderson of the Atomic Energy Intelligence staff. (Legislative
Counsel also informed Mr. Borden that our semi-annual report on
Soviet atomic energy developments had been approved and should beSTATINTL
delivered to the Committee within a week. In addition, Senator

Senator in view of the channels through which such information should
