I_ Iouston, HanseISTATINTL the proposed draft of the special migration assistance act of 1952 and agreed on the position which we would recommend in this con- nection. 2. Mr. Sam Berger, Special Assistant to the Mutual Security Director Harriman, requested that I attend a meeting to consider steps to be taken concerning the House Foreign Affairs Committee staff memorandum on manpower provisions of Mutual Security Act of 1951. Mr. Berger felt that there were certain phrases in the memorandum which should not be circulated, and the Committee has agreed to recall it and reissue it with changes. Those present at the meeting were Messrs. Pforzheimer and 0 CIA; Graves ancF)TATINTL STATINTL Dawson, State;= PSB; and Hoopes, Defense. It was obvious that Berger had provided the Committee staff with information before proper clearance with other agencies, which resulted in this unfor- tunate publication, and he suggested certain textual changes, includ- ing pointing out the fact that the ethnic military units should be attached to the U. S. Army and not to NATO. The Kersten amend- ment considers these as potential aggre~bive forces, whereas NATO is purely defensive. Mr. Pforzheimer pointed out, and Mr. Hoopes concurred, that it would be illegal to attach ethnic units to the army because of the Lodge Act requirement of alien integration. After further discussion, Mr. Pforzheimer strongly recommended that the staff study section on implementation, pages 6 to 11, should be deleted completely from any staff study that was issued, for reasons of security. It was recommended by him, and unanimously approved by all except Mr. Berger, who agreed that he would be bound by the decision that he recommend that Mr. Harriman request Chairman fah Richards to eliminate this section completely with the proviso that when this section came up for discussion before the Committee the STATINTL appropriate witnesses would supply the Committee with the necessary details on a coordinated basis. has requested me to discuss this item, as well as item 1, with Mr. Dulles.
