2. I called Miss Adams, Assistant to Senator McCarran,
regarding Item No. 1. She told me that she passed on all the hiring
and that she had not heard of the name ofi and did notSTATINTL
believe there was any truth to the report. However, she will check
and call me back.
3. Col. Edwards informed me that the FBI was considering a
full investigation of one of our cleared consultants, Mr. A. , and wished
to know whether his case came within the loyalty program. I talked
with Mr. Meloy, Executive Secretary of the LRB, who informed me
that if a man is under contract he becomes an independent contractor
and therefore not a Federal employee. If, however, he has even a
WOG appointment he is a Federal employee and comes within the
loyalty program. However, if there are certain positions here which
we wish to have exempted from the investigative phases of the loyalty
program, we should make a formal submission to the Board, who will
then clear it through the Civil Service Commission.
