Mr. Harvey informed Legislative Counsel and Comptroller that Congressman Busbey, a junior member of the Appropriations Com- mittee, had queried him some weeks ago as to the amount and location of the CIA budget. Mr. Harvey told him that unfortunately he was not able to answer that question and mf referred Busbey to Congressman Taber. Harvey told Mr. Taber that Busbey would query him on this point and Mr. Taber indicated that he would find some means of brush- ing him off. 3. In response to CIA request, the conferees of the House and Senate Judiciary Committees have included two amendments to the Omnibus Immigration bill to take care of certain CIA operational problems. STATINTL STATINTL Mr. Sourwine requested the loan of Mr. H's affidavit in the matter for Senator McCarran. The Senator wished to show it to the Assistant Attorney General, McInerney, who is considering a possible perjury case againstII I again impressed on Sourwine that we had a pledge from Senator McCarran not to make H's name public and that therefore the affidavit would not be useable in legal proceedings. Sourwine assured me that he would remind Senator McCarran of this pledge upon handing him the affidavit (he requested this information not be mentioned to State Department). 5. Reference memorandum to Legislative Counsel dated 6 , STATINTL June 1952 from Gale Allen, Secretary of the Interagency Defector Com- mittee, Subject: F- I I discussed this memorandum on 9 June with Mr. Wisner. Mr. Hulick informed me today that Mr. Wisner had brought the memorandum to the DCI's attention and that I was authorized to informs the ATzpc appropriate persons: 1) that had STAT Approved For Release 2007/03/28 : CIA-RDP91-00682R000200070104-1 Approved For F ease 2007/03/28 : CIA-RDP91-00682RQ00200070104-1 STATINTL recently emerged from behind the Iron Curtain; 2) that he is prepared to testify as to his knowled e of the Katyn Massacre; 3) that it would be difficult for us to bring I Lo this country for at least a month, but that it would be possible to bring him here later in the ear; and 4) that we would secure the best possible deposition from if the STAT Committee desired one. I informed Mr. Mitchell, Committee Counsel, of this matter and he stated that there would be no further Committee hearings until after 1 July and possibly not until September. At that STATINTL time he felt it might be desirable to bring to this country to testify.
