A mini ORD Career Service Panel was convened on 28 May 1985 to
discuss an out-of-cycle promotion for a GS-13 25X1
Physical Scientist-Research assigned to ORD/PERD. A Quality Step
Increase had been submitted for approval; however, after
reconsidering performance, the Panel agreed that a
promotion was e more appropriate form of recognition. Based on
superior performance, the Panel endorsed his
out-of-cycle promotion to GS-14 to be effective 9 June 1985.
