1. A mini ORD Career Service Panel was convened on 11 July
1985 to discuss promotions from GS-14 to GS-15. The three following
promotion recommendations had been submitted for consideration:

1. SMRD
2. SMRD
3. MRD
Following the discussion of these officers and the other GS-14's in
25X1 ORD, the Panel endorsed promotion recommendation. They
25X1 decided to recommend for a QSI instead of a promotion
and asked C/CTG to prepare the required memorandum. The Panel also
felt that a QSI would be more appropriate for at this
time. However, C/SB/ORD advised that ac ]u received a
QSI in February 1985. In addition, C PATG agreed to ask C/PERD why
he had not recommended for promotion since he
was in Category 1 and had met the time-in-grade guidelines.

2. C/PATG provided current feedback on 25X1
erformance which he had obtained from her former c ie , 25X1
25X1 Based on this information, the Panel agreed to rank Ms.
25X1 in Category 2.
3. In conjunction with the discussion on C/CTG 25X1
agreed to consider cash awards for other deserving individuals
involved with the MES.
4. The Panel members agreed to resume their discussion of the
GS-14 officers and promotion recommendations to GS-15 following the
15 July 1985 ORD Staff Meeting.
