MEMORANDUM FOR ALL SEAP TASK FORCE MEMBERS

SUBJECT: Secure Equipment Acquisition Policy
1, In accordance with discussion at our last meeting,
a draft of a wrap-up memorandum to the DCI has been prepared.
It is attached for your review.
2. Please consider the draft a straw man and be prepared
to criticize it ?at our next regular meeting. You will note that
I have more or less prioritized the areas that we have
examined and have gone through them in that order as:
a. Threat analysis and assessment.
b. Examination of legal and procurement constraints.
c. Review of existent policy in the Intelligence
Community or elsewhere in the Federal Government.
d. Future direction of the computer industry and
:possible negative impact on Agency's policy.
3. It will be necessary for to complete
the paper which will be discussing the legal and procurement
constraints and will be an attachment to the DCI memorandum.
The subgroup on threat analysis and assessment has possibly
gotten its paper pretty well polished up and should have this
ready for our next meeting. I am not sure who can best handle
the section on existent policy in the Intelligence Community
or elesewhere in the Federal Government. This subject might
STAT best be handled by the subgroup since known
regulations, statutes, etc., should be discussed. On future
directions and 'mpact, while it is adding another task, I
STAT believe would be best suited to handle this assignment.
If we can double up and shorten the number of attachments, let's
do it.

LL Included with this memorandum for your review is the
ultimate HR. Other attachments mentioned in the memorandum are
not included since they have already been distributed at various,
meetings. If these are attachments which add nothing, let's -
remove them. While the Christmas season is hard upon us, I feel
that we should get our criticisms in on the attached paper and
make as much progress as we can before Christmas week. It is
accordingly requested that members attend a meeting at 10:00 A.M.
on Wednesday Lb December 1981, in the ODP Conference Room,
Room Tffn, Headquarters.
