Colby: Based on the justification appearing in Mr. Brotirnman`s letter of November 14, 1973,.we are granting you a general delegation of procurement authority (DPA) in respect to the lease, purchase, and/or maintenance of automatic data processing equipment and related items when required for intelligence information pro- cessing' co-munications, or intelligence operations by the Centrallntell'igence 'Agency, or any activity under its operational or technical control. Within the bounds of security, the procurements effected under the authority of this DPA are subject to the following limitations., 1. All provisions of the applicable procurement regulations shall be followed. 2.. All provisions of the Federal Property Managcment Regulations (FPMR) shall be followed. -In particular, w. the specific requirements of FPMR 10l-32.4 pertaining. to procuring and contracting for ADPE shall be adhered to, b. the specific requirements of FPMR 101-32.13 pertaining to Federal Information Processing Standards Publications (FJPS PUBS) shall be adhered to, c. the specific requirements of FPMR 101-32.2 pertaining to the Sharing Exchange Program shall be adhered. to, d. the specific requirements of FPM-1R 101-32.3 concerning the utilization and reporting of excess equipment shall be adhered to, and e. the specific requirements of FPMR 101-35.2 pertaining to communications shall be complied with, if and when applicable. .a wry.*r. ~.-.~-...r.~....... Enclosed is a copy of the results of our annual audit of the automatic data processing (ADP) procurements conducted by your agency pursuant to our delegation of procurement authority (DPA). GSA Case Number CDS-4-117(A) applies. Our audit resulted in a recommendation that the DPA be amended to include ADP services. Apparently by oversight, this area was not in our original DPA. Accordingly, the DPA is hereby amended to include ADP Services'. Further, since the issuance of the December 7, 1973, DPA, certain areas of the Federal Property Management Regulations (FPMR) have been incorporated into the Federal Procurement Regulations (FPR). Therefore, we are further amending the DPA to incorporate these new references. The following shall replace the "limitations" contained in our August 7, 1973, letter: (1) You shall follow the provisions of FPR 1-4. 11. This FPR pertains to procurement and contracting for Government-wide automated data processing equipment, software, maintenance services, and supplies. (2) You shall follow the provisions of such other procure- ment regulations as may apply. (3) You shall follow the provisions of FPMR as may apply. (4) The policies contained in the Office of Management and Budget (OMB) Bulletin 60-6 and OMB Circular 74-5, as revised, shall be complied with. (5) The policies contained in GSA Bulletin FPMR E-63, pertaining to the maintenance of Government-owned ADPE, shall be complied with. (6) Regulatory and policy directives pertaining to the procure- ment of ADP as may, from time-to-time become applicable, shall be complied with.
