1. This memorandum provides the following Office of
Logistics mandatory unfunded requirements for FY 1988 to be
forwarded to the Executive Committee for their consideration.
a. Headquarters Cafeteria Expansion -
The current cafeteria will be inadequate to meet the
needs of the expanded Headquarters population during peak
hours. The A&E design contract to expand the existing
cafeteria calls for commencement of construction in FY 1988

b. Headquarters Backfill Program -
An estimated is required to complete
funding of FY 1988 OHB rehabilitation phase. These unfunded
monies are necessary to complete all of the north section
utilities, HVAC upgrades, and office reconstruction required
to ready this area for OIA occupancy in FY 1989.
c. Headquarters Energy Recovery -
The current Headquarters classified disposal system
(SOMAT) has operated since the mid-1960's and is in need of
extensive upgrade due to fatigue in the piping system and
general wear and tear. The system has proven to be
unreliable and potentially hazardous. Replacement with an
effective and efficient Energy Recovery System will cost

proposal.

To accommodate expanded Agency Headquarters parking
requirements, the temporary West A Lot must be expanded and
upgraded to permanent status. Demolition of the existing lot
and construction (with appropriate base material) of an
