SUBJECT: Visitor Control Center Modifications
REFERENCE: Memo for D/L from D/OS, dtd 8 Apr 87, Subject:
Request for Addition to Visitor Control Center
and Enlargement of Rt. 193 Control Point
1. I agree with your desire to process visitors and
mployees into the compound in an efficient and safe manner. The
ffice of Logistics will initiate whatever facility work is
required to enable you to do so. However, there are a number of
significant issues which must be addressed before I can initiate
the specific actions you have requested.
2. The aesthetic treatment of our perimeter areas and our
traffic management are matters of considerable concern to the
National Capital Planning Commission (NCPC), local residents,
community leaders, and local Congressmen. This has been
particularly true for the areas adjacent to Savile Lane (Rt. 123
VCC) and the Turkey Run Park (now Claude Moore Farm Park) side of
the compound. In fact, the treatment of these two areas was
specifically singled out as a key issue in the master plan (MP)
and the NCPC approval of that plan. The NCPC approval memorandum
specifically noted that under the revised MP, visitors would be
restricted to the Rt. 123 entrance, and the Turkey Run gate would
continue to be restricted to employees.
3. Your people should be aware that we are going to do
anything possible to avoid increases in traffic into the Rt. 123
entrance. If we are not successful, the Virginia Highway
Department will widen Rt. 123, which will, in turn, cause the
citizens of McLean and the politicians to revolt against us.
4. We were reasonably comfortable proceeding with your
earlier requests to make changes to the Rt. 123 VCC and the
Rt. 193 checkpoint because we believed they were within the
spirit of the MP approved by NCPC. However, your requested
addition of a new lane at the Rt. 123 VCC would encroach further
on Savile Lane and might be viewed by some as outside the
approved MP. Likewise, enlargement of the facility at Rt. 193,
with its obvious implications that more people would be processed

through that gate, goes contrary to Agency public commitments and
the MP. The MP states that to alleviate community concerns,
additional traffic will be diverted to the George Washington
Memorial Parkway (GWMP) gate. Further, the Rt. 193 and GWMP gate
areas have very little property to work with, and enlargement of
that area will undoubtedly result in traffic congestion.
5. The decision to approach NCPC has to be made by the
DDA. I prefer not to ask him to do so if there are reasonable
options. In this regard, I urge your people to consult closely
Chief, Facilities Management Division, OL, and
hief, New Building Project Office, OL, each of

whom have a wea th of information, including professional studies
made of traffic management on the Headquarters Compound by our
consultant, Bellomo-McGee, Inc. (BMI). You may, in fact, wish to
have this firm look at specific options for you. BMI has
conducted traffic management analyses for us and is quite
familiar with the traffic flow into, within, and out of the
compound. They also may have experience in the processing of
personnel at control points. The objective of this in-depth
analysis should be to identify procedures which not only would
satisfy your physical security requirements but also would
minimize, if not eliminate, additional design and construction at
the VCC's. Hopefully, an in-depth analysis at this time will
ensure that, if we must make additional changes to the VCC's,
they will be final.
6. If all else fails, I will ask the DDA to approach the
NCPC with a dramatic change to our plans, but only as a last
resort, given the political whiplash which will result therefrom.

SUBJECT: Request for Addition to Visitor Control Center
and Enlargement of Route 19.i Control Point
1. Acti_o_n Requested: This memorandum requests your
approval or t e a d-itio irit of a second inbound visitor vehicle
lane and second Security Protective Officer (SPO) control point
at the Visitor Control Center (VCC) located on the the Route
12~ compound access road. Also requested is approval for the
etilargemeiit of the yet to be constructed Security Control Point
oii the Route 19~ access road leading into the West parking lot
and parking garage.
2. Back round: The original concept for the control of
all visitors to t e Headquarters compound was to stop them at
the VCC, establish bona fides, complete sign-in procedures,
issue a badge, and provide parking directions and a temporary
parking permit. Since conception of that plan several years
ago, a recent survey has established that the number of
visitors has grown beyond that which was estimated at that
time. Evaluation of the survey data shows that the
configuration of the VCC will riot be capable of processing the
number of visitors as planned. The VCC is nearing completion
and will have only one inbound lane for visitor processing.
One additional lane and one SPO Control Point should be added.
This solution would not totally rectify the situation, but
would alleviate it during rush hours, allowing many of the
pie-registered visitors to be processed at the VCC and all
non-registered visitors to be completely processed there.
Those pre-registered visitors riot processed at the VCC would
proceed to the Headquarters Building and be processed as they
are now.

SUBJECT: Request for Addition to Visitor Control Center and
Enlargement of Route 193 Control Point
3. The opening of the new Headquarters Building will
further impact the processing of visitors at the VCC.
Projections indicate that the number of visitors will far exceed
the capacity of the VCC to process all visitors even with an
additional lane and SPO control point. Those visitors to
components in the new Headquarters Building would best be served
by processing through a secondary VCC. The most convenient
would be the planned control point at the entrance to the
compound from Route 193 which is scheduled for construction
within the next several months. That control point is currently
planned to accommodate a maximum of two SPOs and was not
intended to process visitors.
4. The security control point at the George Washington
Parkway Gate, although not intended nor advertised as a
secondary VCC, is being equipped with automated visitor
processing equipment and will be capable of processing a limited
number of visitors as is now the case.
5. Recommendation: To fully process the maximum number
of registered visitors and all the nonregistered visitors to the
Headquarters compound, the VCC should be reconfigured/extended
to accommodate a second SPO control point and a second visitor
vehicle lane. The Route 193 security control point should be
enlarged to accommodate additional personnel and automated
visitor processing equipment to process visitors. Vehicle lanes
at this security control point should also be widened to
accommodate a visitor lane and parking. Your approval and
assistance concerning this request is solicited.
