Your request for the use of reserved parking spaces at the Northeast Entrance parking lot is not unlike others received by Facilities Management Division. We have received similar requests in the past from various shift personnel, and these were rejected for valid reasons. 2. The Northeast Entrance parking lot has been designated a 24-hour reserved parking area in order to provide a service to Agency officials, medical permit holders, and van pool users. Past experience has shown that any shared use results in confusion when a shift user forgets or is unable to move a vehicle the following morning. A case in point is one in which the employee is requested to stay at their work station or to work overtime. This results in a parking place being blocked in the morning. 3. Prime users of these reserved spaces are participants in the valuable ride sharing program. I feel that a reserved space for six to ten employees utilizing one vehicle is a worthwhile investment and a just reward for participation in this program. As Headquarters consolidation draws nearer, parking will be more critical and we intend to exploit this program even more as a relief to a projected tight situation. 4. When the lot in question was opened, there were numerous complaints from various officers and from van pool users on personnel blocking their spaces. Human nature dictates that if a few are permitted to use the lot, many in fact, will migrate to that area. Also if an "approved" night person has his parking space blocked, he in turn, will move down the line and use someone else's, and so it goes. STAT 5. I feel that the parking places in the North Lot are plentiful and convenient or shift personnel. For the future, the maintenance of a clearly designated restricted area such as the Northeast Entrance Lot fits in with plans for control of preferred parking spaces. 6. For the record, I have attached the original request received 4 June which mentioned only weekend use. A negative reply was furnished to MPSS shortly thereafter. I am not aware of an April request for the use of the Northeast Entrance STAT parking lot by night shift employees. is available for any assistance you or your staff may require. In an Office management conference last April, several of my night workers asked if I could arrange for them to use after normal duty hours, the parking places closest to the northeast entrances, which they must use to enter and leave during the evening and early morning hours--specifically the parking places in the island between the northeast and northwest entrances. Their request seemed reasonable because the spaces in question, particularly those used by the van pools, are not normally occupied after about 1630 or on weekends. 2. Accordingly, I requested through the Management, Planning, and Services Staff, DDI, that a few of those places be made available for shift workers. As yet, almost two months after the conference, I have received no response to that request. While you processed the request, we have monitored the van pool spaces and find that they are not occupied during off-duty hours. 3. For this reason, I now am asking that spaces 53-65, which are occupied by vans and spaces 15 and 16 at the northeast entrance be made available for the use of night workers in the Office of Current Production and Analytic Support from 1800 to 0600 on weekdays and on weekends. These spaces are unused after duty hours and I believe strongly that they should be made available to my night people. We would administer these spaces in CPAS and they would not be a problem for you. I know that you are busy and have many concerns, but I hope to hear from you in the next two weeks.
