1 Terrorism in Western Europe
Western Europe continues to be a major site of international
terrorist activity. Preliminary figures indicate the region
suffered about 200 terrorist incidents--30 percent of the global
total. Western European attacks were divided about equally into
three categories:
Attacks against US and NATO related targets by radical
left European groups. This activity was especially
intense last winter and, after a hiatus revived to some
extent in the fall of 1985.
Attacks against West European government targets by
domestic terrorists. This often involved separatists
and has dropped recently.
Attacks staged by Middle Eastern terrorists. The number
of Middle ""astern origin terrorist attacks doubled in
1984 to 62, and had exceeded that level even prior to'
the Rome and Vienna airport attacks. Untiel recently,
the targets were mostly Middle Eastern--moderate
Palestinians and Arabs and dissident exiles--but Western
interests are increasingly being targeted.

Middle Eaystern origin terrorism is of special concern:
It continues to increase with no drop in sight.
It often involves state support, complicating counter-
It is more likely to involve crossborder activity,
making multilateral counterterrorism cooperation
imperative.
-- Innocent Europeans have now become the casualties of
44F 900 "F~'Middle Eastern--terrorists--often as innocent bystanders
in attacks against Middle Eastern targets.
Palestinian activity has more than doubled worldwide--from
91 incidents in 1984 to over 200 for the first 11 months of
1985. The most active Palestinian group in Western Europe in
1985 was Abu Nidal. This group was responsible for six grenade
attacks in several West European cities and for the, Rome and
Vienna airport attacks. Abu Nidal operations resulted in at
least 27 dead and over 320 wounded last year.
Libya has also been a leading sponsor of terrorism in
Western Europe, especially in 1984, when it conducted an
assassination campaign against regime opponents living in exile

there., Pfter remaining relatively quiet during most of 1985,
Libya` is again moving to the forefront through its support to
radical Palestinian groups such as Abu Nidal. The closer working
relationship between Libya and Abu Nidal means that the
international community, especially Western Europe and the Middle
East, is confronted by a deadly combination: an-active ruthless
group willing to cause indiscriminate slaughter--the Abu Nidal
group--and a regime in Tripoli willing to encourage and nurture
that group and others like it.
