Huffstutler Deputy Director for Administration SUBJECT: Strategic Plan for Information Services 1. Action Required: None - for your information. 2. Background: I am forming a group to develop a strategic plan for meeting long7ranq,e CIA information services needs. One of my senior officers, will lead a group of six or seven members. This group will in turn work with a larger Agency-wide steering group to ensure that we explore fully the visions of the challenges CIA faces. We will examine alternative plans and develop cost estimates for inclusion in future budgets to deliver the information handling, data processing, and communication systems needed to cope with the changing intelligence collection and reporting environment by the year 2000. 3. Process: This long-range planning process will take into account the pockets of strategic planning already underway in CIA and the Intelligence Community that impact on information services. A major part of our effort will be to examine the world political, economic, and technology environment that CIA expects. Extensive interviews with our experts on collection, processing, and production of intelligence will be the basis for the plan. The planning group working full-time on this effort will collect all require- ments, table everyone's ideas, and focus on the trends which lead us in new directions. Policymaker's expectations for real-time reporting and the changing operating environment around the world will be examined and action plans will be identified. Briefings and off-site conferences will be used to get widespread involvement and try to avoid overlooking major influences. An off-site review is scheduled for 18-19 May 1989. The overall plan is expected to be completed within the next 15 months. 4. Summary: This strategic planning effort has been discussed briefly with the Executive Committee and the plan will be coordinated widely to ensure that the best strategic planning minds in the Intelligence Community are involved.
