Dear Mr. Chairman:
In response to your letter of 28 July regarding CIA's requests for
releases from the Reserve for Contingencies, let me assure you that this
Agency will do all that it can to cooperate fully with you on this matter.
We wholly recognize the Appropriations Committee's responsibilities in this
all-important area, and I am confident that we can notify you of requests for
.Reserve Releases in a timely fashion that will both meet the needs of the
.Committee and strengthen the close working relationship CIA has with the Mem-
bers and staff of the Appropriations Committee. As you noted in your letter,
the Appropriations Committee has long exercised proper oversight of. the CIA
Reserve for Contingencies as well as the intelligence activities of the entire
Intelligence Community. As DCI I both welcome and support your role in this
process and I personally thank you for bringing your concerns to my attention.
