SUBJECT: Emergency Relocation Site (ERS) Coordination
Procedures (TS)
The Emergency Relocation Sites (ERS), that provide folthe
endurance and survival of essential components of the U.S.
Government, are a unique national resource and represent the
central element for continuity of our constitutional form of
government in a national emergency. However, in the last few years
increased demand for department and agency sites, in the face of
reduced availability, has created serious conflicts that could lead
to their being compromised. Therefore, in National Security
Decision Directive (NSDD) 306, the President has assigned me the
responsibility of establishing a national repository for ERS
information, along with a central approval and coordinating
mechanism for locating, acquiring, and maintaining sites. (TS)'
In preparing for this responsibility, I would like to elicit your
assistance in establishing a broad base of criteria for the
procedures that will be used to collect, archive, and deconflict
ERS. This will be accomplished utilizing the Contingency Planning
for the President (CPP) process described in NSDD 237. I have
directed Colonel Charles Krulak, Chairman of the CPP Steering
Group, to establish a subordinate interagency working group under
the direction of the CPP Steering Group to assist me in developing
a viable and fully coordinated ERS program. (TS)

As the Interagency Working Group for ERS is established, we will
necessarily involve all organizations shown in the address list of
this memorandum, even though some are not normally members of the
CPP process. (TS)
Colonel Krulak will be contacting those individuals who previously
identified themselves as their agency point of contact for ERS
coordination (attachment). The first meeting of the group will be
held in early June. (TS)
