SUBJECT: I G (L IC ) Meeting

1. The 23 November 1988 IG(LIC) meeting was convened in Room 208, 0E0B,
to prepare for the SIG(LIC) to meet with the National Security Advisor on
7 December 1988. The Chairman introduced the Senior Director for Defense
Programs, Colonel Roger DeKok, USAF, who is the new SIG(LIC) Chairman.
2. Mr. Richard Saunders, the IG(LIC) Chairman, next discussed the
background regarding the National Security Advisor wish to meet with the
SIG(LIC). Principal issues of concern to LTG Powell on LIC matters are
whether to call a LIC Board meeting and what advice needs to be given to the
new administration on LIC. The Chairman indicated it was his desire to
prepare for the SIG and discuss potential recommendations for advice to the
National Security Advisor. During follow-on discussions, the DCI
representative pointed out that structuring an Intelligence Community briefing
on LIC in lieu of the proposed meeting agenda topic focus on a CIA briefing
would be of more benefit to LTG Powell. The CIA representative and IG(LIC)
Chairman agreed to this approach. Development of the presentation will be the
responsibility of CIA/SAS and ICS/PPO action officers if the SIG(LIC)
approves.
3. The Chairman then turned to discussing each of the issue papers
prepared in response to taskings contained in the LIC Policy Integration Plan
approved by the SIG(LIC) in March 1988. Discussions on each issue paper
concluded with a consensus that the overarching issue of the LIC
infrastructure interoperability with other regional and country-specific
policy, planning, and coordination mechanisms as laid out in Issue Paper #2 is
the primary issue which should be brought to the attention of the SIG(LIC) and
the National Security Advisor. The other issues were considered subordinate
aspects of the principal issue. In particular, there was little support for
the need to prepare and update a list of actual or potential LIC countries in
view of the worldwide dissimilarities which cause LIC situations and the
dynamics of activities which could lead to continual changes in the
countries. The Chairman agreed to condense the IG(LIC)-prepared issue papers
into one issue focusing on the role of the LIC Board and distribute it prior
to the 2 December 1988 SIG(LIC).

SUBJECT: IG(LIC) Meeting
4. Other specific key points raised by the DD/ICS and CIA representative
during the discussions included:
o Intelligence Community already providing minute-by-minute support to
policymakers and other consumers on LIC-related subjects.
o Intelligence Community component support to other government forums
addressing LIC-related matters would be hampered if analysts are
continually required to brief newly-formed LIC infrastructure
activities.
o Previous recommendation to change US foreign assistance program to
better serve LIC interests was a good effort and should have been
followed up.
o Nearly 70 percent of CIA reports during last fiscal year dealt with
LIC subject areas.
