1; This memorandum follows up our meeting earlier this week and
summarizes actions for Planning Working Group Members.
2. First, comments on the draft Terms of Reference are due COB
25 August.
3. Second, your list of requirements and concerns is due at noon on
29 August. Please remember to keep this list selective (five to ten items).
As we discussed, both substantive intelligence topics and infrastructure
issues may be included. Each item should be accompanied by two or three
sentences (no more than a paragraph) explaining the driving force behind it or
the rationale for choosing it.
4. Third, Program Managers' assessments of capabilities vis a vis
significant requirements and gaps will be due 19 September.
5. The preliminary agenda for our 31 August meeting to be held at 1330 in
follows:
o ICS feedback on the Terms of Reference.
o Briefings by the Intelligence Producers Council Staff and the
ICS Requirements and Evaluation Office on NITs, the COFIR, and
the FIRCAP.
o Handout of draft NIC View of the World.
