DRAFT Minutes of the National Foreign Intelligence Council's 33rd Meeting on
10 November 1988 at 1500 Hours
Summary of Decisions
The Vice Chairman, Deputy Director of Central Intelligence Gates, with the
concurrence of the principals, decided that Council members will in their
dealings with the new administration's transition teams coordinate on matters
of national intelligence substance with the Chairman of the National
Intelligence Council and on other national intelligence matters with the
Director of the Intelligence Community Staff.
The Chairman, Director of Central Intelligence Webster, with the
concurrence of the NFIC principals, decided to proceed with the FY 1990-91
National Foreign Intelligence Program as currently constructed, but noted that
the decisions reflected in it are not yet final.

1. Intelligence Community Transition Activities
The Vice Chairman, Deputy Director of Central Intelligence Gates, convened
the meeting, explaining that the Chairman, Director of Central Intelligence
Webster, is at the White House briefing the President and will not be able to
join the Council until around 1530.

The Vice Chairman stated that he would like first to address the matter of
the transition to the new administration, which he judged will be simpler than
it might have been. The principals will, of course, be asked to support their
own departments during the process. But, when matters of national
intelligence come up, the DCI wishes them to coordinate with his Intelligence
Community organizations. If the matters are substantive, they should
coordinate with Mr. Ermarth, Chairman of the National Intelligence Council.
If the matters concern, inter alia, budgets or collection, they should
coordinate with LtGen Heinz, USAF, Director of the Intelligence Community
Staff.
Some persons new to Intelligence, the Vice Chairman continued, will likely
be members of the transition teams, and they may not have a clear
understanding of the requirements for handling classified information. It is
a good idea to educate them to these requirements from the beginning to avoid
leaks. The principals should make sure that these people have the proper
clearances for the materials to which they are introduced and that they gain a
proper understanding of how fragile many of our sources are.

Mr. Hawkins, representing the Department of Defense, suggested that it
would be helpful if the DCI made available to the Community the materials he
has assembled for the transition. The Vice Chairman responded that he has not
yet reviewed that material, but his instinct is certainly to share it.
General Heinz reported that the material is ready for the DCI's and DDCI's
review. It consists of two books. The first is on the ICS and what it does.
The second is on the Community and contains the authorities that govern it;
sections contributed by the Community's various parts on how they are
organized and what they do; and a section on key issues currently facing the
Community. Once the DCI has approved the documents, he will send a letter to
the Community's leaders detailing to whom the transition-team members should
go for what.
