Action Requested: Your signature on the attached memorandum requesting inputs for the ry 1989 NITs. 2. In October 1987, the Senior Interagency Group Committee on Intelligence Requirements and Priorities (SIG(I)) approved a schedule of NIT-associated actions for the next fiscal year. One of the approved actions was the issuance of a call for inputs to the FY 1989 NITs that would be disseminated in September 1988. To initiate that call, the IPC Staff prepared the attached memorandum that requests Committee principals to provide a fresh formulation of questions and issues for the new NITs and specifies the format for submitting their inputs. As a stimulus for generating items for the FY 1989 NITs, the principals are also provided a background paper--produced within the National Intelligence Council--that highlights Intelligence Community projections of world events and issues that could impact on US national interests. 3. In October 1987, the SIG(I) approved a schedule of NIT-associated actions that included a call for proposed new NITs for FY 1989. This memorandum issues the call and provides some background information relative to the format and content of your submissions. 2. I request that each of your organizations identify the critical concerns that our government is likely to face over the next year. These critical concerns will serve as guidance for the Intelligence Community in planning our production activities. To stimulate your thinking, I am including a paper, prepared by the National Intelligence Council, that provides an overview of world events and issues that could impact on the interests of the United States and its allies (Attachment A). 3. The structure and arrangement of the FY 1989 NITs will be similar to that of previous years (see Attachment 8), and as you prepare your inputs for the new NITs, I would ask that you do three things: a. Review the FY 1988 NITs and make whatever updates or modifications you think are appropriate. b. Create any additional NIT items you consider necessary. c. Identify existing NIT items that are no longer of major policy interest and should therefore be deleted. In this way we can ensure the relevance of the NITs and keep them from being an undiscriminating catalog of topics and issues. 4. As always, we welcome your comments for enhancing producer-consumer relations. Please send your inputs to the new NITs to Chief, Intelligence Producers Council Staff by 7 June 1988.
